A state inspector is criticizing Gov. Bruce Rauner for improper hiring.

According to a Supreme Court ruling in a case from Illinois, a governor can not fill most state jobs based on political affiliations.

However, jobs are exempt where someone advises the governor or speaks for his office.

The report says the Central Management Services Department hired seven people for exempted positions that don't actually qualify for the exemption.

The positions should have been open to all applicants.

Rauner's office responded saying it can't be responsible for employees not doing work they were hired for, but they will improve oversight.
